WHERE? on the mall directly in front of the Capitol building (3rd street between Constitution and Independence)
WHY NOW? During the week beginning March 12, Congress will begin voting on Bush’s request for $100 billion more for the wars in Iraq and Afganistan. If Congress votes to cut off funds, they can end the war now and bring the troops home. If they approve Bush’s war funds, the killing, and dying and occupation will go on…it’s as simple as that. This vote will be the most important war related vote since Congress voted to authorized Bush to invade and occupy Iraq in October of 2002.
The antiwar movement must be there to let Congress know that we won’t let them get away with it this time.
Right now, the Troops Out Now Coalition is working with local organizers, churches and mosques, unions, and community groups to prepare for a long-term occupation of Washington by the anti-war movement. Local organizers across the U.S. are organizing buses, vans, and car caravans.
We have a real opportunity if we act decisively--and we need your help. Please contact us by Monday, February 26 --use the "comments" section of the volunteer form to let us know:
- Can you come to Washington for the Encampment to Stop the War? On what day can you join the encampment? For how long? Some are planning to come for a day or two, others are staying longer.
- Do you have equipment that would be useful for an encampment (tents, sleeping bags, etc.)??
- Can you volunteer to take on a task during the encampment (logistics, medical, security, legal, transportation, etc)?
- If you live in the Washington DC area, do you have space for people to sleep or freshen up?

Off-Site Housing
As you know from the rules imposed by the police, we are not allowed to sleep on the encampment site, day or night. The police may patrol the site checking on this.
We have arranged for sleeping at St Stephen's Church,, located at 1525 Newton St., NW, Washington DC. This is at the corner of Newton and 16th Street. This arrangment is for Monday night, March 12, through Thursday night, March 15.
The church has requested that we ask for a donation per person of $5 per night.
The church is not far from the Columbia Heights Metro Station, located on the green line.
From the encampment, go west on Pennsylvania Ave. to the Archives Metro Station at Pennsylvania Ave. and 7th Ave. Take the Green Line (toward Greenbelt) and get off at the Columbia Heights Metro stop. Walk 3 blocks north on 14th Street to Newton Street. Go left one long block on Newton Street and the church will be on the right.
Sleeping will be on the floor; pew cushions may be used for sleeping pads. There are two men's bathrooms and two women's. There are no showers.
It is very important that you make every effort to arrive at St Stephen's between 6 pm and 9 pm.
St Stephen's does not allow cooking, smoking, hard liquor or illegal substances in the church. All trash is to be deposited in the outside dumpster.
There is no parking in the alley or the spaces or lots in the vicinity of the church; they do not belong to the church and parking there will result in tickets and towing. Space can usually be found on the street, such as Newton Street.

Things You Need to Know About the Encampment to Stop the War
Dear Anti-war Activist,
WELCOME to the Troops Out Now Coalition (TONC) Anti-war Encampment!
Along with your militant anti-war activism, the TONC organizers are asking for your cooperation in order to create safety and unity during the encampment. Below are important TONC principles of unity as well as governmental regulations that each activist needs to follow while participating at the encampment. We appreciate your solidarity and look forward to fighting together to end the war.

According to the Parks Department:
- This is a legally permitted 24-hour wakeful vigil. While activists are encouraged to pitch their tents as a form of protest against the war, under Washington DC law, there can be NO SLEEPING on federal property. Organizers of the encampment have been told that the Parks Department will enforce this rule. Several alternatives for sleeping arrangements are included in your packet.
- Tents can be staked, up to 18 inches and must have at least one side open at all times.
- Because the encampment will be patrolled by law enforcement, we ask that there be NO alcohol or illegal drugs used under any circumstance, at any time while at the encampment.
From the TONC Organizers:
- If you are ever approached by a representative of a Law Enforcement agency or the Parks Department with concerns about the encampment, please direct them to a TONC organizer.
- The Troops Out Now Coalition believes the only way to stop the war at home and abroad is by building a militant and diverse grassroots movement. We ask each participant to join us in our commitment to have the anti-war encampment be a political environment that is anti-racist, anti-sexist and free of anti-lesbian, gay, bi and trans bigotry.

1. Why now?
During the week beginning March 12, Congress will begin voting on Bush’s request for $100 billion more for the wars in Iraq and Afganistan. The antiwar movement must be there to let Congress know that we won’t let them get away with it this time.
2. Where will the encampment be held?
On the mall directly in front of the Capitol building (3rd street between Constitution and Independence)
3. Do you have a permit?Yes. And we have a team of experienced lawyers who will be in DC to help with any misunderstandings.
4. Will there be Civil Disobedience and other forms of direct action?
The Encampment itself will be a legal, safe, and permitted site. However, we understand that some individuals and groups will be engaging in direct action during the same time period.
5. Can we really camp out on the Mall in Washington?
At this point, we are still negotiating with the police, and circumstances can always change. Right now, we are being told that sleeping on the Mall will not be permitted. We do plan to maintain a 24-hour presence at the site.
We are working with churches, community organizations, unions, etc. to find places near the Encampment for people to sleep. We have also posted a list of less expensive campgrounds, hotels, and hostels here.
6. When should I come?
Whenever you can, beginning on March 12. Some people are planning to come for just a day or two, others are coming for a longer period.
7. Who are you?
The Encampment was initially proposed at an Antiwar Summit Meeting in Harlem on November of last year, organized by the Troops Out Now Coalition, where an estimated 150 organizers and activists-representing more than 50 different antiwar, community, immigrant and labor organizations from around the region-were in attendance.

8. How can I help?

Other events are being planned throughout the period of the Encampment. On March 12, there will be an evening protest at AIPAC’s Annual Conference, organized by the DC Antiwar Network.
On March 17, we will participate in the March to the Pentagon. Other events and direct actions are being organized by different groups, and we will post them here as soon as they are scheduled.

Veterans, Military Families, GI's Car Caravan to Walter Reed
On Thursday, March 15, at 3 pm Veterans, Military Families, members of the active duty military, and supporters will participate in a car caravan to Walter Reed Hosptial, where we will hold a rally and press conference to denounce the despicable treatment of Veterans by the President, Congress, and the Pentagon. President Bush, Congress, and other supporters of the war like to crow about how they "support the troops," but we know that ever since this war began, we've been hearing reports of them housing wounded soldiers in moldy, rat-infested facilities and denying them access to basic care.
When they say "support the troops," they're just using the troops as human shields for their failed policies. If anyone on Capitol Hill or in the White House cared about the troops, they would bring them home and provide adequate care for the wounded.

Thirty-eight years ago, on Jan. 20, 1968, I was shot and paralyzed from my mid-chest down during my second tour of duty in Vietnam. It is a date that I can never forget, a day that was to change my life forever. Each year as the anniversary of my wounding in the war approached I would become extremely restless, experiencing terrible bouts of insomnia, depression, anxiety attacks and horrifying nightmares. I dreaded that day and what it represented, always fearing that the terrible trauma of my wounding might repeat itself all over again. It was a difficult day for me for decades and it remained that way until the anxieties and nightmares finally began to subside.
As I now contemplate another January 20th I cannot help but think of the young men and women who have been wounded in the war in Iraq. They have been coming home now for almost three years, flooding Walter Reed, Bethesda, Brooke Army Medical Center and veterans hospitals all across the country. Paraplegics, amputees, burn victims, the blinded and maimed, shocked and stunned, brain-damaged and psychologically stressed, over 16,000 of them, a whole new generation of severely maimed is returning from Iraq, young men and women who were not even born when I came home wounded to the Bronx veterans hospital in 1968.

Dear Friend:
Over the past few days, response to the call for an Encampment to Stop the War has been overwhelming. Students, antiwar activists, veterans, military families, community organizers, and trade unionists are coming from all over the U.S. to join the Encampment.
Soon, Congress will be asked to vote on President Bush' request for another $245 billion for the war in Iraq. This will be, in effect, a vote to continue the war. The current Congress was elected with a mandate to stop the war, and the antiwar movement must be in DC to hold them accountable for their actions.

The Democrats' obfuscation and confusion
To use Speaker of the House, Nancy Pelosi's favorite opening line, "Let me be clear" - The Democrats are hell-bent for war and everyone with brain-1 knows it. All their talk of the non-binding resolution against the war, their newly found, vociferous opposition to the war, their attacks on the Bush regime (internicine fighting for the spoils of war) and of bringing the troops home by 2008 (2 more years of slaughter), their refusal to defund the war to "support the troops", their claim that their hands are tied leaving them helpless to stop the war - all this talk is nothing less than obfuscation intended to make a simple matter a complex and confusing one.
On December 5, shortly after the people voted for the Democrats to end the war in the mid-term elections, Pelosi went on record, “Let me be clear. We will not cut off funding for the troops. Absolutely not!”. Two days ago she repeated that position, stating that the Democrats would not cut off funds arguing incredibly that to do so would put U.S. troops in jeopardy. Yesterday NPR recorded her again, "Let me be clear. We will not cut off funding for our troops."

What is it that the Democrats are Refusing to Defund?
Let's take a look at exactly what it is that the Democrats in Congress are refusing to stop:
Recently, the Bush regime has targetted the Iraqi Resistance in Baghdad when he asked congress to give him "one last chance" to win the war. The most recent U.S. tactic to accomplish this bloody affair has been mass-scale bombing of neighborhoods in Baghdad, currently being carried out under the rubric, "Joint U.S.-Iraqi Security Operation", otherwise dubbed by the Pentagon, "Operation Enforce-the-Law" or "Operation Law Enforcement". This "security operation" is certainly not providing security for those dying and fleeing from U.S. bombs in the neighborhoods.
Yesterday (March 1, 2007), Tom Bullock, NPR's mouthpiece in Baghdad, reported that the U.S. military has been carrying out "heavy bombing ... in numerous neighborhoods in and around Baghdad" attempting to wipe out "car bomb factories". Almost immediately after these latest U.S. attacks, Tom Bullock described these neighborhoods as "densely populated". When asked about reports of casualties, the NPR reporter said the bombing continued for about 2 hours and just ceased "so it's too early to know the extent of casualties". True to form, NPR couched this report in terms sypathetic to this U.S. attack on the people of Iraq, citing the numbers of U.S. troops previously killed by IED explosives and a recent bombing of the Iraqi police who serve the puppeteer of the U.S. installed regime. NPR referred to this escalation of the war using the Pentagon's new coinage: "Operation Law Enforcement" intended to bring about "security" in Baghdad. They undergirded their report with references to prior IED attacks by "Sunni Insurgents" rather than the Iraqi Resistance forces against the occupation.
20 minutes after the NPR report cited above, the NPR script was apparently rewritten for Bullock deleting references to the "heavy bombing" in "dense neighborhoods". In the new version, NPR described this as a "security crackdown".

Here's an Axis transcript of Tom Bullock's words on NPR:
"Dozens of loud explosions were heard today throughout Baghdad. In a city where explosions are common these stood out. A series of blasts coming in quick succession. A U.S. official ... says the explosions were an artillary barrage targetting predominantly Sunni neighborhoods in and around the city, part of a planned U.S. military operation targeting a car-bomb network in and around Baghdad. A high level military official says the operation will last for days and be followed up with U.S. and Iraqi ground troops. Car bombs remain a serious threat throughout Iraq. At least one exploded on Thursday in the City of Fallujah targetting a police convoy. The blast killed at least 5 Iraqi policemen and wounded at least 10 others. The group was heading to a wedding."
Note the emotional pull at the end of the NPR report: "The group was heading to a wedding party", Bullock stated, with his voice dipping into pity, but no pity for those children, women and men who are being killed and wounded in Iraq today under the current, escalation of U.S. attacks in Baghdad.
Robust Military Response by the Resistance
In the midst of this intensified U.S. bombing of dense neighborhoods in Baghdad, the BBC tells us today (March 2) that the Iraqi Resistance has carried out a successful military operation, killing 14 Iraqi policemen who are working under their employer and paymaster, the United States government. The Democrats will not have to defund the salaries for those "police" - the Iraqi Resistance has done it for them.
The Democratic Congress Supports the War
This aggression and violence being brought down on the heads of the Iraqi people this week is precisely what the Democrats are supporting with their refusal to end the war. Immediately after the Democratic Party was voted into control of both houses of the Congress they began to depict the U.S. occupation in Iraq as "complicated" by "sectarian conflict" and "impending civil war". Upon this "complicated situation" they layered additional "concerns" with predictions of a Shia slaughter of Sunnis if the U.S. were to abruptly withdraw from Iraq. This argument amounts to nothing less than killing Iraqis to save Iraqis ... or to save Iraqis from themselves - burning the village to save the village. Either way, it amounts to murder - not "collateral damage" - not even "killing" - let's not mince our words - the term is mass murder. What else can it be called? Nearly a million Iraqi people have been slaughtered, directly or indirectly by the U.S. government in the last 4 years of war and occupation.
The Democrats join Bush Fear-Mongering
The Democrats have also explicitly and implicitly supported Bush's fear-mongering claim that to leave Iraq now will put the U.S. at risk for future attacks by Al Queda - the same lie that he used to invade Iraq in the first place. When they began to realize they were losing in Iraq the Democrats claimed that they initially supported the war because they were deceived by the Bush regime. The Bush regime claimed they were deceived by the CIA and the CIA blamed the Bush regime and round and round it goes. Most interesting is the fact that while all these parties were "deceived" and "misled" - the U.S. people weren't misled at all. To see that, we only have to go back into the archives published on Axis of Logic and on many other websites during the buildup to the March, 2003 invasion. If we weren't deceived or confused, why were those who should have ALL the "intelligence" at their disposal? There is one answer to that question: They weren't deceived or confused at all. They knew exactly what they were doing and why they were doing it.
The Democrats - Killing U.S. Troops to Support U.S. Troops
Now the Democrats argue that they must continue to fund the war in order to "support the troops". Finally, the Democrats have been wringing their hands in beguilement, telling us their hands are tied and they don't have the power to stop the war. Enough! If the Democrat-controlled Congress wants to stop this war they can tell the Bush regime they will walk out and shut down the government if necessary. Too radical you think? Look at a photograph of a burned or terrified or dead Iraqi baby and think again.
The Democrats Insult our Intelligence
The arguments the Democrats are using are as absurd as they are insulting - to all of us. These insults to our intelligence and morality underscores their patronizing, arrogant attitude toward those whom they view to be their underlings and serfs. If you find yourself reacting with outrage and fury at what they are doing in your name, you are a healthy human being. Those who find the prattle of the Democrats to be palatable need a mental-status exam not to speak of some heavy duty self-examination of their own morality.
The time has come for us to stop kidding ourselves. Anyone who continues to support the Democratic Party must fall into one of two categories:
1. Those who support the U.S. war and occupation of Iraq. 2. Those who support the U.S. war and occupation of Iraq.
The Anti-War "Surge" to Stop the Killing
When the people of the United States voted overwhelmingly against this war last November, Bush put his middle finger in our face and escalated the war by announcing his "surge". Well, thousands of us are now planning our own "surge". We are planning an occupation of a piece of land that was taken away from the people a long time ago. Beginning March 12 we plan to occupy the Washington Mall and demand that Congress defund the slaughter being carried out in Iraq in our name. We will be their all week and continue to be there, night and day for as long as it takes.
If the demands of your life will not permit you to stay for the week or longer, you can join us for one or two days or you can leave and come back. Let us stand together for what we all know is the right thing to do. If you've never been to an anti-war protest before, make this the first. You will be surrounded by others of like-mind, immersed in a peaceful positive, forward-moving force and the sense of futility and powerlessness will be transformed into that empowerment that only comes in solidarity with others who are doing the right thing. Veterans, Military Families, Active Duty GIs - Car Caravan to Walter Reed
President George W. Bush and Congress hide behind the mantra "support the troops" as a justification for continuing the occupation of Iraq, and yet, ever since the beginning of the war, they have housed wounded soldiers in filthy, rat-infested housing and denied them decent care.
George W. Bush doesn't care about the troops--the young people in the military are drawn largely from poor communities and communities of color, lured into enlisting by phony promises of high-tech job training and easy money for college. When they return stateside, wounded and in need of care, they are abused and negelcted.
Now that the problem has hit the front page of the Washington Post, Senators are rushing to denounce the deplorable conditions. However, the problem at Walter Reed, and in the military hospitals in general, is not new--this has been going on since the beginning of the war, and the White House, the Pentagon, and Congress knew about it -- and chose to do nothing, except to make speeches about how they "support the troops."
During the Encampment to Stop the War, a contingent of military families, veterans, active duty GIs, and supporters will participate in a car caravan to Walter Reed Hospital, where we will demand that Congress really support the troops - bring them home, and take care of them.

The article below is from today's New York Times. Despite the fact that the Democrats were elected with a clear and overwheling mandate to end the war, they continue to hide behind legislative maneuvers and political posturing:
Divided Congress Prepares to Debate Financing and Strategy for Iraq War
By JEFF ZELENY and ROBIN TONER Published: February 28, 2007
WASHINGTON, Feb. 27 — The Democratic-controlled Congress on Tuesday entered a critical five-week struggle over the financing of the war in Iraq and the overall mission there, divided over strategy, stymied by ideological divisions, but still hoping to escalate In the Senate, a proposal to repeal the 2002 Congressional war authorization faced skepticism on two fronts. Some liberal Democrats expressed unease at the prospect of approving a new military mission, even a narrower one, while moderate Republicans said they preferred to look ahead rather than revisit the past.
In the House, Democrats debated what conditions should be attached to the nearly $100 billion spending bill for military operations in Iraq and Afghanistan, scheduled for a floor vote in March. Democratic leaders convened a spirited meeting of their caucus to begin sorting out the lawmakers’ varying views, hoping to defend against Republican charges that they were planning a cutoff in troop financing.
As members of Congress returned to Capitol Hill after a weeklong break at home, Democrats searched for a way to translate a tide of public sentiment against the war into legislation that makes practical — and political — sense. “Personally, I don’t believe there are any good alternatives in Iraq,” said Representative Steny H. Hoyer of Maryland, the Democratic majority leader. Speaker Nancy Pelosi of California, Mr. Hoyer and other leaders met with their fellow Democrats for about an hour in a closed session on Tuesday evening. They emerged to say that the military spending bill would place a new emphasis on the war on terrorism and provide additional financing for the American effort in Afghanistan.
They also sought to rebut the Republican charge that the troops would suffer from their efforts to change the administration’s troop buildup in Iraq. “Let me be clear,” Ms. Pelosi told reporters. “We will fund the troops.” While Democrats have yet to settle on a final spending plan, Ms. Pelosi spoke favorably of a proposal put forward by Representative John P. Murtha, Democrat of Pennsylvania, that would establish strict standards for the training, readiness and equipment of troops about to be deployed to Iraq. Mr. Murtha has said his legislation would protect American forces, yet make Mr. Bush’s troop buildup impossible to sustain.
The new Democratic proposal would allow those standards to be waived, although they would require the president to do it. “He will have to have his name on that,” said Representative Rahm Emanuel of Illinois, the Democratic conference chairman.
The Murtha proposal had come under heavy fire from Republicans, who asserted that it would amount to a crippling financial drain if the Pentagon would fail to meet the standards. Representative John A. Boehner of Ohio, the Republican leader, scoffed at the new Democratic approach Tuesday night, saying, “Sounds like retreat to me.”
Democratic leaders said their plan would set new benchmarks for the Iraqi government and force the president to be accountable for the condition of the troops. Still, some Democrats pledged not to be silenced in their efforts to reduce military spending.
In the Senate, Democratic leaders temporarily set aside Iraq deliberations to consider a debate on implementing recommendations from the 9/11 Commission. Families of the victims persuaded Senate leaders not to bog down the debate with Iraq amendments.

Congress is spending $100,000 a minute on the war. Meanwhile, more and more people are falling below the poverty line. Hospitals are closing. Schools are underfunded, understaffed, and overcrowded. Wounded veterans returning from Iraq are being housed in rund-down roach-infested motels. Most of the survivors of Hurricane Katrina have not been able to return home and rebuild.
We need moeny for human needs, not war. That's why we're asking you to Bring Your Bills to Washington. Bring them all---utility bills, student loan notes, medical bills, etc.
When Congress assembles to take up Bush's request for another $100 billion for war, let's tell them that we need Money for Jobs, Healthcare, and Education--Not War!

Veterans and Military Family Contingent at the Encampment to Stop the War
A call to veterans, active duty military personnel, and military families.
We've already heard from many members of the armed forces, veterans, and their families who are planning to come to the Encampment to Stop the War. Now, as Congress prepares to debate Bush's request for more war funding--essentially a vote to re-authorize the war, we need to be in Washington in unprecedented numbers.
This is particularly important for veterans and military personnel, because politicians of both major parties have been hiding behind the mantra "support the troops" to justify their continuing support for the war--using GIs as human shields for their failed policies.
We, veterans, military families, and active duty personnel need to be there to speak for the troops who want to come home and for the more than 3,000 who have died as a result of the lies of Bush and Congress.

Message to Congress: *CUT OFF ALL WAR FUNDING *END THE WAR *BRING THE TROOPS HOME NOW
Beginning March 12 in Washington DC (Before the March on the Pentagon on Saturday march 17)
WHERE? on the mall directly in front of the Capitol building (3rd street between Constitution and Independence)
WHY NOW? During the week beginning March 12, Congress will begin voting on Bush’s request for $100 billion more for the wars in Iraq and Afganistan. If Congress votes to cut off funds, they can end the war now and bring the troops home. If they approve Bush’s war funds, the killing, and dying and occupation will go on…it’s as simple as that. This vote will be the most important war related vote since Congress voted to authorized Bush to invade and occupy Iraq in October of 2002. The antiwar movement must be there to let Congress know that we won’t let them get away with it this time.
Right now, the Troops Out Now Coalition is working with local organizers, churches and mosques, unions, and community groups to prepare for a long-term occupation of Washington by the anti-war movement. Local organizers across the U.S. are organizing buses, vans, and car caravans.
We have a real opportunity if we act decisively--and we need your help. Please contact us by Monday, February 26 --use the "comments" section of the volunteer form to let us know:

On Saturday, American citizens responded to an illegal war they were forced to support with their taxes and the blood of their children. The war on the people of Iraq has taken hundreds of thousands of innocent lives and created havoc for Iraqis still living.
The people marched on the nation’s Capitol Saturday, expressing their outrage with the start of a months-long rebellion that will be told in future history books. It was not a protest of wild-eyed radicals, but one of mainstream Americans, who have had enough of tyranny. Elderly people could be seen, combat veterans, and even people from my neighborhood, the conservative Tidewater region of Virginia -- Pat Robertson country.
It was here in Tidewater that Thomas Jefferson was educated at the College of William and Mary. Jefferson foresaw that the people might run into such a dilemma as an illegal foreign war, and backed an amendment [1] to the Constitution, with the proposition that it is the right of the people peaceably to assemble, as they did Saturday.
Although a clear majority of citizens want the troops out of Iraq [2], neither the executive nor legislative branches have a plan to comply. We are hearing from the Congress only suggestions of resolutions that our troops should, sort of, not be increased in Iraq, perhaps. President Bush and Vice President Cheney have responded sternly that they don't care what Congress thinks, they will overrule any such whimpers as these.
From here in the Tidewater region of Virginia, home to dozens of military bases, forts and stations -- the most militarized and conservative region in America, we sent hundreds of protesters to the capitol Saturday demanding that the troops be brought home from Iraq.
Among the speakers in Washington were Jane Fonda, Sean Penn, Susan Sarandon, Rev. Jesse Jackson, Congresswoman Maxine Waters and Congressman Dennis Kucinich (the other presidential candidates did not show their faces after voting for an illegal war and/or appropriations with which to sustain it). House Judiciary Committee Chairman John Conyers voiced the will of the people at the rally, “Out if Iraq immediately. This year. We've got to go.”
Jefferson wrote his friend and fellow Virginian James Madison from Paris on another January day in 1787, "I hold it that a little rebellion now and then is a good thing, and as necessary in the political world as storms in the physical." Saturday the people took him up on that, and participated in opening a rebellion with skirmishes planned to come.
Anticipating that the war may not stop as a result of Saturday’s march, the people have more demonstrations planned for this ongoing rebellion. On February 17, when a new appropriation of some hundred billion dollars more for Iraq war is considered, comes "No More Money for War Day," with local protests across the country to demand the cutoff of all war funding. But if those in power do not listen, an escalation is planned.
On March 17 comes the "March on the Pentagon -- Stay in Washington" protest. The Troops Out Now Coalition is working with the ANSWER Coalition and other national groups to organize a massive march on the Pentagon on the fourth anniversary of the illegal invasion of Iraq. This time, protesters plan to stay in Washington until Congress cuts off all war spending -- it will be a time to move from protest to resistance, as Jefferson encouraged. It is an exciting time here in the Tidewater region of Virginia, where we celebrate the 400th anniversary of the founding of Jamestown this year, the first English settlement in the New World leading to the birth of our nation, nearby at Yorktown, with the defeat of the British army in 1781. But something is missing, as we are bogged down in the kind of foreign war the Founding Fathers dreaded in their writings.
People are being killed in Iraq every day, and the experts tell us the biggest cause of violence is the presence of Western troops. Most of the attacks are on Americans. With Western troops out; the violence will be reduced by at least half, probably far more than that. Neighboring countries should be able to provide Islamic troops for temporary security-- with regional political talks leading to the kind of solution that has the best chance for success. Democracy cannot be spread by gunfire.
Jefferson went about as far as one may go with rebellious words in his Declaration of Independence, about times like these, when reason breaks down and our rulers fail to listen to the people, "That whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it."

Then the most remarkable thing happened! We wheeled our stacks of Stay in Washington- March 17 fliers in shopping carts. People responded to the printed announcements with cries of “Yes! We need to do it! ... It’s about time! ... Time for civil disobedience! ... I’ll be there! ... We’ll bring our tents!”.
People, already overladen with paper handouts worked their way to us through the crowd, reaching over the heads of others, asking for our printed material that announced and described the new Stay in Washington mobilization as we passed them out to thousands. Enough with the “symbolic protests”! The people – young and old – of every level of society, ethnic group and color – are ready and want action. People seem appreciate - but have heard enough of the speeches by luminaries lined up by the leaderships of various anti-war coalitions. They want to act.

An Appeal for Unity in the Antiwar Movement
Our chance of winning are greater if the antiwar coalitions unite! A crucial factor in our ability as a movement to rise to this challenge is the willingness for all antiwar forces nationwide--especially the national coalitions--to renew a commitment to work for unity with each other. We appeal to all antiwar forces to take the high road and work together this Spring. The time has come for us to coordinate our efforts, and avoid competing dates and plans. If we work and plan together--our chances of success will be greater.
M ore than at any time since the start of war, the antiwar movement is in a position to force congress to vote no on war funding. The people are on our side, the momentum is on our side, the whole world is on our side; the only question is whether we have the conviction and the courage to take our struggle against the war from the level of symbolic protest to real mass resistance.
Some time between now and early February, Bush is going to ask Congress to approve between $130 to $200 billion more dollars to finance the war to add to the close to a half a trillion dollars in war funding Congress has approved in a series of votes over the past three and a half years.
Sometime between February and May 2007, Congress will vote nay or yea to this request. This vote will be the most important war vote in Congress since a majority of both Republican and Democratic Party members of Congress voted to authorize the war in Oct. 2002.
Clearly, Congress has the authority to cut off spending for the war in Iraq and Afghanistan, and effectively make it impossible for the criminal carnage to continue. What makes the next war funding vote different from all the previous ones is that on Nov. 7, people voted to end the war.
As a result of the massive antiwar vote, Democratic Party politicians will take control of both houses of Congress on January 4. When that happens, the authority to either carry out the mandate of the elections to end the war and occupation of Iraq by completely cutting off all war funding or to betray the people by approving more funds to continue it, will shift to the leadership of the Democratic party.
The top Democratic Party leaders in Congress have already indicated that they are preparing to betray the antiwar mandate. Some members of Congress say they will support resolutions introduced in Congress that call for a phased redeployment of troops from Iraq or a time table for withdrawing most troops. But such resolutions are little more than symbolic, half- measures that won't end the war. However, the real fight is the war funding vote and we must force Congress to vote NO.
In the past, members of Congress who claimed to be opposed to the war have justified their votes for war funding by claiming they had to keep up the funding to “support the troops”. It's time for us to reject all excuses and rationalizations for voting for war funding. A vote for war funding is a VOTE FOR WAR. Moreover, voting to approve more funds for war will only ensure that more U.S. troops and many more Iraqis will be killed and maimed.
IN MARCH – WE MUST BE READY TO STAY IN WASHINGTON
We will be in Washington on January 27 and we will come back on March 17. And when we come back in March, this time we must be prepared to stay there in the thousands to force Congress to vote NO on more war funding. If Congress tries to rush a vote on war funding before March 17, this time we must be prepared to come to Washington in mass to make sure that the war funding is voted down.
PAY THE PEOPLES' BILLS - NOT FOR WAR & OCCUPATION; BRING YOUR BILLS WITH YOU TO WASHINGTON
We are asking people to bring their medical, rent, heating and utility bills; student loan bills; credit card bills, and food bills that they can't afford to pay as well as shut-off notices, mortgage foreclosures, eviction notices to the march on Washington. It must be made clear to Congress that feeding more money to the war while more and more people cannot pay for their basic living expenses is a crime. The cost of the war is not the only reason why we oppose the war. We oppose the war because it is an imperialist war for colonial conquest and plunder. Yet the cost of the war is important because it's paid for by money stolen from providing social needs. The money that has paid for death and destruction in Iraq could have gone towards reconstruction in New Orleans and the Gulf Coast after Hurricane Katrina.
In his famous speech declaring his opposition to the Vietnam war almost 40 years ago, Dr. Martin Luther King Jr. said, “It is disgraceful that a Congress that can vote upwards of $35 billion a year for a senseless immoral war in Vietnam cannot vote a weak $2 billion dollars to carry on our all too feeble efforts to bind up the wound of our nation's 35 million poor. This is nothing short of a Congress engaging in political guerilla warfare against the defenseless poor of our nation…”
MARCH AGAINST THE WAR AT HOME STOP RACIST POLICE TERROR - STOP THE RAIDS AGAINST IMMIGRANT WORKERS
As we march to end the war abroad, we must also demand an end to the war at home. We must demand an end to the raids on immigrant workers like the recent massive military raid carried out by thousands of Homeland Security/Immigration and Custom Enforcement police on mostly Latin@ workers at six Swift and Co. meat processing plants. We must demand an end to the racist police brutality and terror that recently killed 23 year-old unarmed Sean Bell in New York City and 93 year-old Kathryn Johnston in Atlanta, both of them African American.
